DOH Launches 2024 Home Care Cost Report Tool

The state Department of Health (DOH), Bureau of Long Term Care Reimbursement has announced that the 2024 Medicaid Home Care Cost Report Tool is now available for completion. Certified Home Health Agencies (CHHAs), Licensed Home Care Services Agencies (LHCSAs) and Fiscal Intermediaries (FIs) should have received an email from DOH’s Cost Report Contractor KPMG notifying you that the 2024 cost report is available.  

Applicable providers will have 90 days to complete the cost report. Cost report submissions will be due on Friday, August 29, 2025.

In addition to the live webinar, KPMG and DOH prepared a series of pre-recorded webinars for new home care agencies and providers who would like a refresher on the Home Care Cost Report requirements. The series includes a number of modules covering specific topics, such as Home Care Cost Report background, key information (e.g., important terminology, allocating costs, reporting contracting relationships, etc.), Tool functionality, and a description of each Schedule.  Each module is available in the “Pre-recorded webinar” section of the “Useful Links” in the Instructions tab of the Tool for providers to access. Note that pre-recorded webinar content was created prior to the 2022 Cost Report and may contain references to 2022 Schedules.

DOH highlights the following important information regarding the 2024 Medicaid Home Care Cost Report submission: 

  • Similar to previous cost reports, the 2024 Cost Report will be accessible on the Home Care Tool Dashboard. 
  • For users who completed the 2019-2023 Home Care Cost Reports, the log-in credentials for the Web-based Tool will be the same. For individuals that forgot one’s password, please click the “Forgot Password?” link on the Web-based Tool log-in page. You will then be sent an email containing the steps to reset your password.  
  • If your agency needs to add additional users to the Tool, either an individual from your agency or a hired consultant, please send an inquiry to This email address is being protected from spambots. You need JavaScript enabled to view it.. In your inquiry, please include the first name, last name, and email address of the individual that needs access.
