Governor Announces One Month Grace Period for CDPAP Participants

Consumers who haven’t completed registration for New York’s Consumer Directed Personal Assistance Program have been granted a monthlong grace period and will receive retroactive payments, the Department of Health (DOH) announced today. The announcement comes in the wake of numerous lawsuits and multiple requests to delay the Statewide FI transition that were made by elected officials, health care unions, and various CDPAP stakeholders including HCANYS (see link to joint letter from HCANYS and other affected associations).
The late registration window will extend until April 30 for consumers and personal assistants who have not completed their registration as of April 1, but wish to remain in the CDPAP program, should continue efforts to register as soon as possible.
Per a DOH spokesperson, as of Sunday, 139,000 consumers have completed the transition out of the nearly 165,000 who have started or completed the process. The agency said 55,000 consumers are in the process of transitioning out of CDPAP to other home care programs covered by Medicaid, and roughly 170,000 workers have started or completed their applications.
