Access HCANYS' Comprehensive Budget Memo

The Situation Report | May 19, 2025

HCANYS members can access HCANYS' comprehensive analysis of the final New York State budget and the key provisions that impact the home healthcare and hospice sectors here.

This memorandum covers the state’s actions comprising the final state budget adopted May 9, updated with references to Federal actions that may impact the state’s new fiscal plan. Last week, Federal rule changes were announced that are intended to impact the MCO Tax utilized in this budget to finance supplemental state funding for Medicaid and Medicaid providers. The potential total or partial loss of the near $1.4 billion in revenue to the state for the Medicaid program from the HMO Tax would unravel a major portion of the Medicaid and health budget, including supplemental financing that was adopted in the budget for many sectors of the health care system (excluding home care, which the Legislature and Governor left out the supplemental aid). Further, today is word that the House of Representatives development of federal spending legislation cleared a key committee hurdle just last evening, and new details of which are provided in this SR related article.

HCANYS will continue to provide updates on the enacted budget as further details and clarifications become available, and as developments occur from related Federal fiscal and policy actions in Washington. We will advocate strongly on behalf of HCANYS members and the critical needs of their patients
