Upgrade to the New York State Electronic Certificate of Need (NYSECON) System

The NYS Department of Health has expanded the functionality of the Modifications Tab in the New York State Certificate of Need (NYSECON) system to facilitate the submission and review of project modifications.

The Modifications Tab, initially released in March 2024, was upgraded in June 2025 to allow for Modification Contingencies to be created, viewed, and managed in NYSE-CON for current and future modifications. The functionality will be similar to that of the original project’s Contingencies Tab.

Information contained on the Modifications tab is available through the secure Health Commerce System and the Public Authenticated Portal.
