The Latest From DOH – Late March 2025
On March 27, 2025, HCANYS and other associations representing the long-term care continuum met with the state Department of Health (DOH) Office of Aging and Long Term Care (OALTC). The DOH holds meetings with the associations every two weeks to provide updates and give the participants the opportunity to raise any issues.
Nurse Corps Scholarship Program Reopens
The Nurse Corps Scholarship Program provides scholarships to nursing students in exchange for a minimum two-year, full-time service commitment (or part-time equivalent) at an eligible health care facility with a critical shortage of nurses.
Nurse Corps Loan Repayment Applications Available
The Nurse Corps Loan Repayment Program (LRP) administered by the Health Resources and Services Administration (HRSA), pays up to 85% of unpaid nursing education debt for qualifying registered nurses (RNs); advanced practice registered nurses (APRNs); and nurse faculty (NF). A technical assistance webinar is scheduled for April 3.
DOH Provides Update on Last Capitation Payment in SFY 2025 for MCOs
As established in State Fiscal Year (SFY) 2019, the state Department of Health (DOH) has deferred the final monthly capitation payments to Medicaid Managed Care Organizations (MCOs) to the first business day of the following SFY.

The U.S. Centers for Medicare and Medicaid Services has recently issued a Medlearn Matters (MM) article MM13882, which provides updated guidance regarding non-reportable principal diagnosis codes within Chapter 11 of the Claims Processing Manual: Processing Hospice Claims.
